DRIVERS AND BARRIERS TO RENEWABLE ENERGY CERTIFICATE PURCHASE: A CASE STUDY OF INDONESIAN ENERGY SECTOR

Abstract

This study examines the driving and inhibiting factors influencing Renewable Energy Certificate adoption among industrial customers of PLN in the Pandaan Customer Service Unit area. The study is motivated by the uneven adoption of RECs among Indonesian industrial consumers despite growing sustainability pressure and the availability of REC products, as well as the limited understanding of behavioral, organizational, and market factors influencing corporate REC purchasing decisions in the Indonesian context. A mixed methods approach with an exploratory sequential design was employed, combining qualitative exploration through semi-structured interviews with one hundred and thirty-three industrial consumers followed by quantitative prioritization using the Fuzzy Analytic Hierarchy Process with three experts. The results indicate that regulations and policies emerged as the most dominant factor influencing REC adoption, followed by corporate strategy, while knowledge and access to information and REC product characteristics remain the primary barriers. External pressures, particularly global market demands and policies supporting the energy transition, have a greater influence than internal corporate motivations in driving REC purchasing decisions. The study also developed the REC Readiness Index as a tool to measure industrial customer readiness, showing that most respondents fall into the not ready to somewhat ready categories, indicating that improving literacy and understanding of REC benefits remain key priorities. The findings provide valuable insights for PLN and policymakers in designing strategies to enhance REC awareness, improve outreach programs, and strengthen renewable energy adoption in Indonesia's industrial sector.
